This decade-long roadmap, developed by the Selangor State Economic Planning Unit (UPEN), guides the state’s energy transition towards a low-carbon economy. Volume 1 (Clean Energy) targets 7,414 MW of clean energy capacity and a 35% clean energy share in power generation by 2035 through four strategic levers, seven key enablers and five flagship catalysts: GAPS, SelGas, SHORE, ISWM and SEL-Hydro.

This five-year socioeconomic blueprint (2026–2030) succeeds RS-1 and aims to position Selangor as an ASEAN Model State for equitable growth and quality of life for all by 2030.
