MyNAP High-Level Forum and Exchange with the UK Climate Change Committee

MyNAP High-Level Forum and UK CCC exchange

Kuala Lumpur, 7 October 2026 – The Selangor Climate Adaptation Centre (SCAC), led by its Executive Director, Mr Daniel Lee, attended the MyNAP High-Level Forum. MyNAP is Malaysia’s first National Adaptation Plan, being developed under the Ministry of Natural Resources and Environmental Sustainability (NRES). The forum was officiated by YB Datuk Seri Arthur Joseph Kurup, Minister of Natural Resources and Environmental Sustainability.

Climate adaptation is where policy meets daily life: the flash flood that cuts off a neighbourhood, the heat that halts outdoor work, the dry spell that strains water supply.

Laying the Groundwork at the Sub-national Level

At the sub-national level, SCAC is laying the groundwork through the Selangor Climate Change Policy, a state climate vulnerability and risk assessment, and climate action plans with local councils.

As MyNAP moves towards completion, three areas will be critical:

  • Clear roles across federal, state and local government
  • Shared, decision-ready climate data
  • Adaptation finance that reaches local projects, not only national programmes

Lessons from the UK Experience

These priorities were echoed in SCAC’s exchange with Ms Blánaid Sheeran, Senior Manager, International Engagement at the UK Climate Change Committee (CCC), following her presentation, “A Well-Adapted UK”. Key reflections included:

  • Legal mandates and independent reporting strengthen accountability, while clear objectives align public agencies and the private sector.
  • National frameworks must translate into practical, place-based guidance for local authorities.
  • Risk analysis should inform costed solutions and investment decisions.
  • Citizens’ panels keep adaptation grounded in everyday realities.

SCAC thanks Ms Sheeran for sharing her insights, and Mr Syaqil Suhaimi for making this exchange possible. SCAC looks forward to continued collaboration with NRES, fellow states and international partners to turn the plan into protection on the ground. Climate adaptation becomes meaningful when it moves from national frameworks to local action.
